Blue Water Fractionals was founded by Al Kenney, an entrepreneur and owner of many fractional properties throughout the world.  Al analyzed and selected only the best fractional programs for his family, and through many years of ownership, and studying, and evaluating all types of fractional programs, has learned what makes a fractional ownership program work well for both owners and developers.  Blue Water Fractionals works with developers to develop innovative and unique fractional programs which incorporates all the best features of the best-in-class programs for their buyers.
